Daniel C. Peters, P.E. had worked for many years in Civil Engineering Consulting firms and had found that most projects were very inefficiently produced. Managers and staff were always instructed to use all the resources and personnel available. A certain hierarchy also had to be followed even though it wasn’t the most efficient method to produce a project. It was discovered that the resources were outdated and that personnel skills were limited.
